The Director for Defense Procurement and Acquisition Policy (DPAP) has sent out an important memo, co-signed by Mr. Shaffer / ASD(R&E), identifying the Information Analysis Center (IAC) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as “best value vehicles” and conveying to requirements officers and contracting officers across DoD to consider the IACs as “vehicles of first choice.” The memo in its entirety can be read here: www.acq.osd.mil/dpap/policy/policyvault/USA001004-15-DPAP.pdf.

The memo encourages the utilization of DoD IACs to the maximum extent practicable for technical research and analysis requirements. The DoD IACs serve as an essential resource to affordably deliver technical data and analyses in support of current operations. The Pentagon has recognized that the DoD IACs “serve as a proven resource for maximizing the value of each dollar the Department spends,” precisely because of the DoD IACs’ ability to maximize reuse by building upon previous research, development, and other technical information.
